Ended up getting bike serviced - please ignore the below

I've bought a 2nd hand Merida Scultura road bike. It's very reluctant to shift up into the higher gear on the front chainset. The guy who sold it was up-front that this was an issue - I'll be getting it serviced later this week, and get this sorted out. I'm enjoying riding it in the meantime, though, and I think I can use the indexing adjustment barrel just off the handlebar to get it shifting more easily in the meantime. If I'm adjusting this half a turn at a time, am I right in thinking I turn it counter-clockwise to tighten it a touch?

On the other hand, I'm not used to fiddling with road bikes - as you can probably tell from the above. If I'm likely to do some damage by doing this - and I'm best getting someone who knows what they're doing to have a go - do tell me!
