need a cheap commuting bike

Hello everyone,
I am looking for a cheap commuting bike, ideally between 2-300 pounds. I know this isn't much, but that's all I have at the moment
It will need to have: mudguards, a rack on the back for panniers, 700cc wheels, and a 21 inch frame. I had a Kona Smoke a while back, which was cheap and cheerful, so something like this would be ideal.

but, to be honest, I'd rather be paying closer to 200, as I will still need to buy panniers, helmet and lock. Is there anything out there of a similar quality for less? For example, I don't care if it's an old model, or if it's fairly heavy, or if it looks terrible... maybe second hand is an option?
