Improving braking? Pads/Brakes/Rims?

I have a 84 Motobecane Nomade with Weinmann side pull calipers and 27x1'1/4" chrome rims.
I changed from leather/rubber Sturmy Archer pads to modern Clarks CP305 pads but performance isn't great and they judder as I stop
What would improve the braking performance?
Different pads? Cartridges?
Dual Pivot calipers?
or do I need to change to alloy rims?
Some one did suggest clear BMX pads as they are grippy on chrome but also squeaky
