Circular blue bike sign

Having a bit of a row on the local paper forum....and need some assistance.

One user has stated:
"If the cycle path has a circular blue sign showing a bicycle, it IS compulsory."
Is this true? I thought this was untrue....

A circular blue sign means that something is mandatory and mostly provide positive instructions, indicating for example where a route is available to particular classes of transport only. It doesn't mean that a bike can't take another route, only that other forms of transport cannot be used along that route. Not sure if it would be permissible to push a cycle rather than ride it though..Nobody told me we had a communication problem0
