I've ridden along the route from Sete to Cape D'Agde. I dont think the hill is big enough to get rid of the sprinters.
In any case, the ride along the coast is literally straight and you can see for miles ahead. There will be wind and that might be a significant factor - There is a little protection provided by the dunes. As you ride along, you cant actually see the sea at any point due to them.
However, I cant see beyond a sprint finish.Top Ten finisher - PTP Tour of Britain 20160 -

1.6km at 10% average. Could get a gap there but holding it to the finish will be impossible. If it was 5km then we wE would be talking a superb stage finish a la Vino from a cpl yrs back.
