I'm looking for some advice please on shoes for biking, pref ones that can handle all this rain the UK is having! My budget is about £90.

I rate 5 10 freeriders a lot. Can be found under budget too, which will leave you money for some pointless anodised bling.0

5 10's all the way, freeriders for me. Only thing being, if you haven't got an airing cupboard / somewhere nice and warm, they can take a little while (ie not the next day) to dry out properly when soaked.
Easily fixed by having a pair of sealskins too. Both you'll get under your budget.0
