Chainring bolt problem with Hope bash and SLX cranks

Hi,
Seen a few things online about needing to use shorter chainring bolts when replacing the bash on SLX cranks with a Hope one, but i've tried this and am still having problems.
When the bolts are tightened as much as possible (using a chainring bolt tool) the whole assembly including the 'receptacle' the bolt screws in to just spins around...really can't work out why this happening as i thought using shorter bolts would prevent this.
Please help oh knowledgeable ones!
