Does anybody know the laws on cycle parking area/spaces etc?

    Ask the relevant council?

Chain it to his car, he'll get the message.
I used to just ride my bike to work but now I find myself going out looking for bigger and bigger hills.

In order to get planning consent he almost certainly had to compile a 'green travel plan' - containing the way in which he would try to limit the environmental impact of the new building by encouraging public transport, car sharing, cycling, etc etc.

Depends on the location though, and your local planning office should be able to advise.

Most councils have an on-line planning 'portal' where you can view planning policies and individual applications.
The council may/ should have a policy on minimum cycle parking standards for new developments and could also include 'green' travel plans and cycle parking as conditions of a particular development receiving permission.

If planning approval included cycle parking you could contact the council, but this might drop your employer in it, and it might be more productive to go to your employer and ask them to provide cycle parking.
