dhx air 5.0

I have a fox dhx air 5.0
The propedal does not seen to work at all, if I turn the dial from 1 to 14 this has no effect.
In the manual it says to adjust the psi in the pp chamber via second air valve on the pp chamber.
The only problem is there is on second air valve??
Any ideas? I think the shock is 07/08

    what is the shock one? or if bought used what did it come off?

    The shock is on a 07/08 specialized enduro.
    The back end is bobing like mad! More psi in the main chamber does little

    many of the OE shocks did not have the adjustability on the PP chamber. maybe time for a service.
