Sizing help needed - before I buy bike

Im am this close to buying a 2011 Eddy Merckx AMX-1, however I wanna double check the sizing before I do. I have visted my LBS and looked at the 2012 model in size 45 and i was able to stand over the bike in jeans with feet flat on the floor and i was resting comtable on the toptube. (On my current bike I cannot even standover flat feet).
According to my LBS i would need a 42 frame as I am 5-4 and the 45 frame is designed for 5-6 to 5-9. The issue is the reduced 2011 model I have seen is in the 45 frame and I am slitly nervous about buying it. The below is the sizing chart but it bewilders me. Could some have a look and try and determine whether I will be ok on the 45. As I said I am 5 foot 4 and my inside leg is 28inch. I dont know my other measurements off the top of my head.
