front derailleur

ok so i fitted a new fron tderailleur to my mates bike today. took old one off removed chain removed old cable then installed new cable fixed new derailleur and new chain and now the shifter wont move up. its as if its too tight. any ideas

    slacken off the top stop screw?

    you have the correct pull mech?

    or have routed it correctly?

    is it too low and the mech could be hitting the chain ring?
    Rehab is for quitters.
