Hi,
I got a Boardman HT Pro 2008 frame to start a new build.
I'm doing this as a complete rookie who wants to learn.
Am I best starting with the BB?
It's a BB30, so where do I start?
Any help is much appreciated!

Look on parktools here - http://www.parktool.com/blog/repair-help it will have everything you need to know.
The FAQ's in the workshop and tech section has build up orders etc.
I'd recommend starting off with leaving the bike into your LBS to get the headtube and bottom bracket shell faced (dependant on what headset etc is needed).
And also getting a tool kit (if you don't already). The £40 ones should have everything you need except cable cutters.0 -

How do I tell?
It's a nightmare finding out the spec, i'm taking it to my local bike shop to find out what fittings etc I need and to seek advice face to face.0 -

Look on parktools. It has everything! It will explain all the standards and measurements.0
