Will a 9 speed chain whip tool remove a 10 speed cassette? and will a chain splitting tool remove the rivet on a 10 speed chain so i can fit a chain split link?

Yes (if the chain is too thick, it'll still work on the biggest sprocket), and yes

I also managed to improvise a chain whip out of an old cone spanner and some bits of 8-speed chain and it works fine on my 10-speed cassette, so 9-speed should work fine.

just be prepared to have to use a bit more brute force to drive out a 10 speed rivet. First time I split a 10 speed shimano chain I bent the handle on my Halfords chain tool. God knows how I would have fared out on the road trying to do it with the multi-tool
