Girl who cycles along the Hagley Road

As the title suggests there is a girl who cycles along the Hagley Road in Birmingham on a purple hybrid pushing the biggest gear with all her might. I've seen her a few times and always say hello but she's never once acknowleged me (I think she may have special needs, possibly autistic or something similar??)
I'm posting this as I'm wondering if anyone knows her? She ignores red lights, never signals, changes lanes without warning - I'm concerned that she seems completely unaware of the danger she's in an will end up as another tragic statistic.
