Tyre sizes

Quick question about tyres. I have 700x23c tyres on my bike and want to put a slightly larger semi-slick on. I've measured the clearance and it's 5mm either side on the front and 10mm on the rear. Am I correct in thinking 700x28 is probably the largest I can go on the front or would 700x32 squeeze in?
Bike is the Focus MK2 in my sig that I've converted to flat bars.

I would think 28 max on the front, 32 on the rear from your measurements.
