Rim tape

Can I use stans yellow rim tape as normal rim tape, to be used with tubes or do I need normal rim tape?

Yep you can.

It just provides an airtight seal.

Electrical insultaing tape is the cheapest 'instant rim tape' I know of, one and 1/4 turns, cut the valve hole, done.

He is referring to non-tubeless setup. I think that the insulating tape will do fine.

Sounded to me like he already had the tape, but if not, as the beginner says.

It sounds to me like he has it, but it's an expensive solution compared to insluating tape which literally costs pennies for enough for a wheel.
