Gears, fine pulling cable, sloppy releasing

My reach mech cable recently snapped in the shifter. Replaced it, but only the cable, not the outers.

Everything setup perfect, shifting gears from small to large cog, perfect. However, when going from large to small cog, releasing cable, it is very sloppy, sometimes it will shift sometimes it won't, chain jumping up and down. Obviously if I change cable tension, the shifting from small to big messes up, so I can't fix it with tension.

I'm stuck, any ideas?

    Clean the outers out - flush through with GT85 or similar. Make sure the cable runs through smooth.

    I've never seen the point of replacing inners but not outers.
    I don't do smileys.

    I know, but I had spare inners not outers, outers seemed OK, but I guess I'll have to order some.

    Just try flushing out, push an inner through and remove, wipe and do it a few more times, will usually fix it.
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.

    Inner cable doesn't move freely in outer cable- something is catching: bend inner cable, damaged outer cable, dirt, split cable etc.
