Help Fitting Strange Pannier Rack

Hi I recently bought this pannier rack from ebay:

I am having problems working out how it attaches under my seat, instead of having two arms which poke out the front (like my previous pannier rack) it has this strange part which looks like it bolts onto the front but then it ends in a flat piece of metal with a few holes in it. It looks like it needs another part to fit onto the bike.
I messaged the seller and he has been pretty un helpful.

Any help would be appreciated.

    The seperate piece at the bottom of the pic bolts to the rack. the flat plate bolts underneath the bit with lots of holes at the front of the rack.

    +1, reverse the 2 arms bit and bolt it's plate to the underside of the rack on the rows of mounting holes in the 'right place' for your bike, you'll then have 2 arms which poke out the front (like your previous pannier rack).......
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
