Fox RP23 Rear shock no movement

I brought a frame that came with a Fox RP23 Rear shock.

No matter what Postition I set the lever etc to there is no movment, its completely solid.

Anyone know something I could try to get movement on it.

Is it extended or closed?

New or used?
