Hope C2 and Sport lever replacements

Ok - getting myself fairly tied up in knots on this. Have found service kits for calipers and master cylinder but finding it harder to get decent brake pads. Was wondering whether long term it would be better to upgrade to new levers,calipers etc.I notice that the Shimano ones now have mineral oil and whilst I like my old Hopes the seals are shot and I need to do something.
Advice - should I buy service kit and rebuild or go with new set of everything in which case what should I go for to get similar braking power for under say 190 all in including discs - though I could use the ones I already have..

    Pads are not hard to find.

    EBC still do them.

    Sure superstar and disco brakes do them as well.
