New steerer spacers don't fit

Changed stem on bike and found that I needed another spacer to ensure that the stem sat on the steerer correctly.
Purchased pack of 5 carbon assorted (1.125") from Halfords and not one of them would slide all the way down the steerer.
There are 2 existing spacers on the steerer and they are fine
Is it ok to file these carbon spacers to try and get them to fit or should I get them swapped

    The steerer is a straight tube, the spacers are a straight tube - if they start to go down the stem they should slide all the way down no worries.

    If you want to file them no worries at all (they only provide height support) but does sound a bit weird.

    It is a tapered steerer, but the spacer that fits is about 0.13mm (0.005") bigger internally
    The Halfords one are spot on at 1.125" so cant complain
    I've borrowed a reamer from work and have opened up the tight one a tad
    Hopefully it will fit when I get home
