Manitou Relic fork, lack of travel

I have a manitou relic 130mm coil sprung fork on my hardtail trail bike.
The problem i have with it is, when the pre-load adjuster is backed right off i still can't get more than about 80-90mm of travel out of it.
Im only reasonable light weight at 10.5 stone and as i bought the fork 2nd hand i don't know what strength of spring is fitted to it.
My boss rides and repairs moto x bikes so has a good knowledge of fork servicing and repair, so we striped the forks down, inspected the bushes, the stantions for straightness etc in case they were damaged . We then reassembled them, filling with fresh oil.
They are now smoother but still have the travel problem.
I was wondering about fitting a soft spring kit to them but can only find a supplier in germany listing them and at a cost of 25 euro plus postage.
Just wondering if you think its time to give up on these forks as a bad job and start saving for something better or am i heading in the right direction?

    I've tried out two coil sprung Manitou's and as standard the springs do seem to come up more than a bit stiff. Preload taking it from 'much to stiff' to 'way to stiff'.

    Only you know if it's worth getting a spring kit or buying something else, replacing the spring is easy.
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
