New front mech help

Not sure if this goes here or in buying advise? but here goes.
I recently bought an On One Carbon 456 frame. On One say it requires a 34.9mm clamp front mech which I have.
But it doesn't seem to drop down low enough to be at the correct hight. The bottom of the front mech guide is about 20mm away from the top of the chain ring. The mech it self cannot be lowered anymore as the seat tube tapers out where it meets the bottom bracket.
I currently have a mech that looks like this:

Do I need to replace it with one of these mechs:

The second design appears to hang down more which should hopefully allow me to position the mech better?
Also can I use a 10sp front mech with a 9sp chain and cassette?

Yes, the higher clamp is what you need. Make sure the cable entry is right though! Many are dual anyway.
And yes, though you may get a little more rub in some combos.0 -
