headset, forks and stem

Hello all.
Please excuse if this is a simple question, this is my first bike build.
I'm fitting a hope headset. The headset has been pressed in by my LBS and i'm now installing the rest of the components before fitting the stem.

Am I correct in thinking that in the top cup, the final bit before the stem is fitted is the top cap o ring?
Again apologies if this is a silly question but I'd rather be certain as I'm definitely going to have to cut the steerer and want to ensure the measurement is correct.
