adjusting rear deraileur

I cant get my chain onto the smallest cog (3x10) I have tried adjusting the stops but it resolutely refuses to move far enough out.

Before I start playing with cable tension - could this be the cause?

    Thought about that (I did take a small tumble yesterday) but it looks OK

    my hanger looked ok until i took it off and held it next to the new one. surprised me how bent it was!
