got a new set of rebas with poploc but was under the impression the poploc lever offered compression adjustment. mine just works as a lock out lever and will only hold its position when the little popper pops out.
is this right?

There are two different types - one that is just on/off lockout and then there is a different poploc which offers adjustment. Sounds like you got the first so its probably right, just wasn't what you were expecting. Did it say the fork came with the poploc with compression adjustment? When you say 'mine just works as a lock out lever and will only hold its position when the little popper pops out' - do you mean when the lever is pushed in, the forks lock, and when you press the button, the forks return to normal? If so, it's perfectly normal0

It was sold as poploc. I was just expecting it to offer adjustable compression rather than the straight lock out.
Maybe I need pushloc?0 -

Also if you don't need the handlebar mounted adjust. Look in the FAQ there is a guide on how to remove the return spring and just use the fork mounted adjuster.0
