Can anyone tell me the rough cost of converting a 3 x 9 drive train to a 2 x 9 or 10?
I would like to use SRAM X9 or the Shimano equivalent parts.
External BB.
Also, whats the going rate for a second hand 3 x 9 drive train?
including cassette, chain, chainrings, derailleur (is this necessary) or which items need replacing.

Cost is nothing - remove the ring you don't want, and adjust the front mech!0

If 2x9, then the minimum you need is chainrings in suitable sizes (but that could be the ones you already have), plus either a bash or short bolts, so about £5 and up. You might also need a new chain and cassette if yours are too worn. Going 2x10 is a different story. You need shifters, rear mech, chain, cassette at minimum.

Some bikes come with single compatable bolts, not many, so most as Warpcow said will need either a bash or single specific bolts (or if you get a thick plastic bash, suitable bolts for that!)Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0
