Tektro 358 Brakes vs Tiagra Brakes

I'm wondering whether to swap out some Tektro 358 brakes for a set of Tiagra brakes I have, to get better braking. Given the same brake pads say koolstops, are Tiagra brakes better than the Tektro 358 brakes?

I opted for some Koolstop salmons fitted them in some OBE holders. Still the performance was rubbish. Then I noticed the pads weren't adjusted correctly BUT they wouldn't align. Swapped out the koolstops holders from my best bike and they were fine. Why? The koolstop holders have a domed back to the holder, the OBE holder is flat and limits adjustment. Perhaps other holders have domed backs but the moral of the story is that holders can make a massive difference. http://www.flickr.com/photos/31302650@N03/6904071786/

Don't know what that other poster is talking about with aggressive rim wear. Bought new Swissstop green pads when I got my RS80's and you can't even tell the rim is worn, had both about a year now.
I'd always get swissstop pads now.
