I think the photo is only valid for ten years, so maybe when photo licenses came in? I had to send a new photo recently.

Thats exactly it... the licence is valid til you're 70, but the photocard bit has to be replaced 'every 10 years or if there is a significant change in your apperance', just like passports.

    That.
And they get to check that your given address is valid too.
None of the above should be taken seriously, and certainly not personally.

as said before, the licence is valid until you are 70 ( normally)

The photocard needs renewing every 10 years because obviously appearances change. It is obviously a way of checking addresses as well (as someone stated earlier)

Its also a good revenue raising tactic as you have to pay for the new photocard

    +1

The DVLA is actually a revenue generating arm of HMG (it has a particular name/jargon), hence they come up with ideas for creating more demand for their services, like expiry dates or selling your details to private companies.
  • Maximum fine of £1000 for an out of date photocard, I think.

Expired photocard -= driving not in accordance with a licence = insurance therefore invalid - so no insurance offence as well is made out

£1000 fine? - try disqualification and lots of fines

  • Ah, yes, lots of other consequences, I'll grant you. But £1000 and 3 points specifically for driving with an expired photocard.

Though, as you point out, it's a little like being worried about the charge of carrying a knife when you've just stabbed someone to death.
