converting pannier rack into seat for a child?!

Hi everyone, just wondered if anyone had managed to do this themselves and whether it's legal?! I currently have a Batavus Cambridge which I use as my main mode of transport, I did have a bobike maxi seat at the back for my three year old and a leco child saddle at the front for my 7 yr old. I bought some much needed pannier bags today which unfortunately don't fit with the bobike seat, I would still like to have the option of letting my seven yr old hop on for a ride as it is very convenient, does anyone know whether it's possible to convert a rack into a seat? If this is something you have done i'd love to read about it and even see some pics if possible! I am toying with the idea of an xtracycle but it's such a lot of money, not really an option at the moment!

    The bobike junior should allow you to use the rack as normal. Folds flat to the rack when not in use.
