Problem with brakes after fitting new wheels

I recently replaced my wheels and noticed that my Clark S2 hydraulic disc brakes,
both front and rear have lost there bite!
I've not used the bike in about 2 weeks, in that time the bike has been sat upside-down,
is it possible that the brakes need bleeding?
All was well before the new wheels went on and I've readjusted the caliper to sit over the disc correctly.
I've even replaced the rear pads and I've still not got the bite it once had,
Seems very strange to need bleeding because the bikes been stored upside down.
