Play in Forks

Just taken my forks off to grease up the bearings, put them back on and I've got some play in the front end now. It looks like the forks are sitting a few mm too low, but I can't see a way of getting them to go higher, tried knocking them up but they won't budge, any ideas?

bushes or headset?

sounds like headset and you have the bearings fitted incorrectly.
