You'll be lucky to get everything for under £60, but I'd recommend:
Shimano R540 SPD-SL Road Pedals: 26.99 http://www.chainreactioncycles.com/Mode ... delID=5369
I use these on both my road and track bike - excellent value for money (they come with cleats)
Shimano R064 SPD SL Road Shoes: 49.99 http://www.chainreactioncycles.com/Mode ... elID=69973
I don't have these exact shoes, but I have similar Shimano shoes that I find very good.
I'd suggest looking on fleaBay - sometimes you'll find people selling the pedals even cheaper (still new). E.g. £18.00 (+ £6 P&P) here: http://www.ebay.co.uk/itm/shimano-pd-r5 ... 500wt_1229 (make sure that they include cleats, or allow for the cost of cleats)
Shoes here: http://www.ebay.co.uk/itm/Shimano-R064- ... _500wt_995 £46.10
So £70ish all in.
Hope that helps...0 -

DHB R1 shoes get better reviews and are better to use because they have three decent velcro closures rather than two that are spaced too far apart. Stiffer and more comfortable.
And currently at £38! http://www.wiggle.co.uk/dhb-r1-road-cycling-shoe/Trail fun - Transition Bandit

I've got the dhb r1 shoes and the R540 SPD-SL's and can recommend both.Trying Is The First Step Towards Failure
