i recently had to lock my brakes on to avoid an accident, after getting home i checked my wheels over and noticed that i have a flat spot on my tire where the tire skidded on the smooth tarmac. when i now watch the wheel go round i can see a dip side on to the tire in one place and also when riding you can feel i slight bump at slower speeds.

would this be a new tire needed?

Tough call without seeing it...tyres are not that expensive really...so for peace of mind I would fit a new one, as another factor you have more chance of puncturing in that flat spot.

    depends

what % of the total thickness is gone? if it's less than what you'd accept as normal wear, keep the tyre

what tyre? cheap? expensive? cheap, what the hell; expensive, wait for the rest of the rubber to catch up

front or rear? if you descend at speed, and it's the front, if there's enough rubber gone to affect wheel balance/cause vibration i'd probably change it, but if it's low speed only i'd live with it
my bike - faster than god's and twice as shiny
