Velox rim tape correct size?

Hello, need to buy some new rim tape. I have 19mm wheels, but what is the correct size of rim tape to get? Would 19mm tape fit or should the tape size be smaller than the wheel size? Should the tape cover all the inside rim surface, or just the deeper inner bit where the spokes holes are? :?:

    You need to safely cover the spoke hedas/holes and a bit extra each side to stick down. It doesnt need to be edge to edge but it doesnt hurt either. Most std road rims (Open Pro) would take 17mm velox tape.
