Please help me find the name of an 80's TV series

Desperation is setting in. All I can remember is the protagonist was a lumpy Everyman, who was being shadowed (professionally) by a pretty lady (the actress had a welsh name, maybe..?). There was a lot of driving up and down motorways, and a bleak context and aesthetic. I'm picturing an empty conference hall party outside Basingstoke, with "the lady in red" playing. Anybody? It's driving me nuts, and I haven't got anything to google. Might be very early 90's?
