So I need a new chain for my commuter (converted old mountain bike) and was wondering if the quality of the chain mattered?

For example is it worth paying an extra £3 for the SRAM PC850 over the SRAM PC830 (~£9)? Or any better chain suggestions? All I am interested in is longevity per £ (Factoring in the £10 - £20 for the new cassette as well)

Generally no. With SRAM, as you go up the ranges, you get better coatings on the outer links, then inner links, and at the top end hollow drilled pins, plates and a better riveting system. I don't find they make much difference! If you keep it well maintained, and replace regularly anyway to maintainthe drivetrain, is worth getting the cheapest SRAM.

I will second the reccomendation for SRAM chains. They are very hard wearing and reliable in my experience. I use nothing else!

I have a SRAM PC975 on my MTB and PC870 on my road/commuter. You can pick one up for around £15 online usually.
