UCI and Alex Rasmussen

Read this last night, from velonation:
http://www.velonation.com/News/ID/11169 ... e-top.aspx
Appears to me that UCI are either:
A. Going hard after everyone since the Contador verdict, regardless of evidence.
B. Know something we don't, can't use it but want to make an example.
C. Incompetent but won't admit it.
Have I missed something here? Is Rasmussen a naughty boy with a past? (can't find anything from a quick look).
Why him, why now?

The only question remaining for me is why the failure to inform Alex Rasmussen on time isn't strike one of three for the UCI. After all, one of his strikes was a failure to submit his quarter dates by the deadline.0 -
C. There's little doubt that Alex Rasmussen is a bloody idiot rather than a cheat. His initial reaction was also telling, admitted he'd screwed up and said he'd take his punishment.
The UCI mucked up badly and now want to appeal so it doesn't look like cyclists are getting away with stuff because of their incompetence. They risk being embarrassed by CAS - personally I hope they will be.Warning No formatter is installed for the format0
