Problem with back wheel

I was out earlier with my brother in law, He has got a problem with his back wheel just wondering if anyone can help.
Its the first time he's been out on his bike in over a year, When we got riding i noticed his back wheel was wobbling but wasnt buckled. I think it i may be the bearings as the quick release is tight and the wheels true its just wobbling. Is there a easy fix for this or not? He rarely uses the bike so hopefully its nothing expensive.

Take the wheel off. Grab the axle and turn it, shake it. How does it feel?

i think you need new bearings,0
