Nice, France, Hotels/Bike Rental?

I'm planning my hols for september and looking at Nice seen as flights are pretty ok price wise,

Which would be better for taking in some good climbs and nice routes?
i'm also open to other ideas ye have?

Any advice on bike freindly accommodation or bike rental would be great
