Bike sizing question - standing clearance?

Is it a problem that I don't have an inch or two clearance standing over the top tube?
My undercarriage just lightly touches it - but all other indications of fit (eyelines down to the front axle etc) are good and the bike feels good.
I am borderline between a 49cm and a 51cm, have put a deposit on the latter - but I'm concerned that I might need a 49cm instead, it would just 'seem' incredibly small ...

Standover height is pretty much irrelevant.
It's the top tube length that's most important, getting saddle height/setback is the most important starting point then start sorting your reach. If the top tube is too short/long you'll struggle getting it to fit.
If the 51 fits best then that's the one...

As above. As long as the reach is right and you have enough space to move the seatpost up or down to fit your height. Frames could be identical but becuase of sloping tubes etc then the toptube could be higer but have exactly the same geometry as another frame.
