Hard protection impact shorts fitting

Just got myself some of the above and thought they might have been tight fitting like lycra shorts. These are under short ones. However the legs are a bit roomy.
Is this the norm or should i have gone for a smaller size? (although did correct waist size according to website).
(Would describe the fit as football short fitting).
