Trek EX7 rear shock is loose

Hi all, noticed my RP2 rear shock is a bit loose where the eyelet at the top meets the rocker, when i lift the bike up i can feel movement at that point, I've checked the bolt that goes all the way though and it's tight. Now taken it off for inspection and was surprised to see there's no washers between the silver eyelet bar and the black rocker itself - should there be or should it fit tight onto the pivot and just rotate at the eyelet on the shock?

It's the sleeve inside the shock eyelet, which is designed to wear to save the shock wearing.0
