changed brake pads, wheel won't turn easily

changed the rear pads on my juicy 4sl brakes, they take avide juicy pads
i've done everything correctly, pads captured correctly in hinge pin and piston is in the recess on each pad so there is approx a 3mm gap between them
fitted the rear wheel (same brake disc as before), but when i tighten or put the qr skewer in the closed position, the rear wheel won't spin freely, the brakes seem to be stopping them, yet if i release the QR skewer, the wheel spins much more freely.
I've taken the pads out and popped them back in twice and it does the same thing, when i removed the old ones i used a flat screwdriver to push the pistons right back and when the wheel is fitted you can still apply pressure to completely stop or brake the rear wheel.
can i take the pads out and sand a little bit off? or any other ideas or suggestions?

Push the pistons back in, do the QR up, re-align the caliper. Then let bed in.0

Cheers for swift reply, so I assume with the new pads in I use a flat screwdriver to push the pistons back again, loosen off the the caliber a smidge, do up the qr and re-align? Then do up?

Might take a few goes, but always ensure the QR is done up when aligning, as it does change when undone. Be careful not to damage pads with screwdriver.
They tend to rub a little until bedded in.0 -
Push the pads back with a flat object, be careful not to damage the surface.
Put your wheel back in and tighten the q/r.
If needed loosen the caliper bolts and realign, tighten bolts.
pump brake lever a few times to move pads back out.
Ride and bed in.0
