E type LX mech not returning and hitting tyre

I have a specialized pitch with an LX front mech running 3 x 9
i have 2.35 maxxis high rollers
the mech when trying to shift down will touch the tyre side nobbles.
if i adjust the stop screw to prevent this it won't shift the chain across enough to drop down.
And thats only if it returns enough at all!
i literally just changed the outer to a full XT and the inner to a clarks cable and the shifter is letting the slack out but the mech isn't returning down.
the cable loops under the bb then through the swing arm to the mech.
i don't have a close up to demonstrate it but this is roughly what it looks like:

i only noticed the mech hitting the tyre post changing from some narrower bontragers
the inner and outer cable were the only items i changed, i fitted new cable ends and ensure the ends of the outer were not crushed when i put the ends on.
the cable all moves smoothly until it is attached to the mech.
the mech has had no more than 3months of use and no whacks.
are there any key areas that bind up ?0 -

ah yes of course the halo's and the highrollers together have probably caused that!
if i switch to a 2 x 10 will the shorter mech improve things ?0 -
Is the E-type FD properly bolted onto the frame?0

there's just the two bolts and they are solid.
it's like something is binding but i can't pinpoint it0 -

IIRC there is not too much scope for too much adjustment on the E type mechs but I would have a play with the angle .
