Wheel choice

Hi,
I'm still building up a bike for my first full season of Tri's.
All I got left on the build to choose the wheels.
Budget is sub £500. They need to be Campag.
But I'm struggling on the wheel type I want.
Do I want the deeper aero rims (circa 52mm) or just avg rims?
Is it better to go factory built or custom built?
The bike will be used primarily for Tris (up to middle distance i.e. bike leg is 58mile) and the odd club run. Plus theres the odd sportive I've signed up for this year.
I'm base in the Midlands, so there's no real big hills, but almost all the hills by me I can get up on my singlespeed road bike (80 gear inch).
I can build up a reasonable pair of factory wheels for the budget, (e.g. open pro on record hubs), but it seems the factory wheels are lighter etc. Which Im probably placing too much emphasis on, as I'm not the fastest person in the world, though the bike leg is my strongest discipline.
So... what the hell should I be looking at?
Cheers.
