Fox RP2 Pro Pedal clunk

Does anyone have an issue with their RP2 clunking? It only happens to mine when the propedal is on during the initial rebound stroke (not during compression)and feels very harsh much like a loose headset. It has been this way ever since I sent it for a service and I have sent it back several times for the issue to be resolved but it always comes back feeling the same. It is driving me mad.

    checked for play in the bushes'? mounting kit bolts......

    tired a different shock? is it the frame?

    The bushrings and mounting kits are new and I've checked every other bearing on the bike.
