Hi (Martin?)
Road groupsets will not take MTB type levers without some corrections. One option would be to fit the flat bars (need a standard size stem at 26 mm) and then change the chainset to a MTB triple and the rear derailleur to a 10 Speed MTB one (or go 9 speed alltogether).
There are fast commuting bikes which do fit the bill, e.g. Specialized Sirrus comp or PROleft the forum March 20230 -
I think maybe Specialized and Trek did carbon hybrids.0

You can buy flat bar road shifters.
No reason why you couldn't use an mixed setup though. MTB shifters and rear mech, road cassette, chainset and front mech. Though you'll have to check front mech/shifter compatibility.
Then there's the On One Dirty Disco flat bar for a smidge under £1100. Or the Planet X Pro Carbon hybrid for £900.0 -
True a friend converted his madone to flat bar with the ultegra flat shifters.0

Orbea do some of their bikes in flat bar form, the Onix springs to mind but will be over budget I thinkNorfolk, who nicked all the hills?
