Newbie question about disk brakes

Why are the brake mounts different on the forks and the frame? The calipers seem to be identical fore and aft (Avid BB5s) but the back one goes on an adapter to fit it to the frame - is there a good reason for this, or is it just an old habit that the manufacturer (Specialized in this case) is taking some time to kick? Also when people change the size of their disk rotors, how do they then get the caliper to move out the extra 10mm or so?

Forks have either post or IS mounts frames generally IS. Just need different adapters. To put on a bigger disc you need the corresponding adapter.I don't do smileys.
