Is it normal for the spokes on a custom built mavic 819 (with Hope evo 2 hubs) rim to touch each other (i.e at the point they cross each other), may sound pretty stupid but hey ?!

Yes. They would touch on any build.

Sorry about the question but my last four sets of rims have been Mavic or XTR factory builds and these have all not touched at the crossover which is probably due to there machined hubs and on the 819 I was worried that the touching could cause noises with the rubbing ?

Yes they do rub as the rim naturally flexes but only make noise when the tension is too low, which can be useful for noticing loose spokes.
